Pakistan Telecommunication Authority today has made an amount of Rs. 108.48 million by auctioning the Wireless Local Loop (WLL) Services spectrum to LinkDotNet and PTCL for Gilgit-Baltistan (GB) and Azad Jammu and Kashmir.
PTCL has been granted the WLL spectrum for all the offered area (Muzaffarabad, Mirpur and Gilgit Baltistan regions) while LinkDotNet allotted the spectrum for Mirpur Region in 3.5 MHz band.
PTCL and LinkDotNet had applied for the auction of WLL spectrum. And all the lots were auctioned at base price except the 3.5MHz band for Mirpur region.
Auction details are as follows:
- 30MHz from 3.5GHz
- TR-I Mirpur: Rs. 7.97 Million
- TR-2 Muzaffarabad: Rs. 3.18 Million
- TR-3 Northern Areas: Rs. 3.18 Million
- 2 x 5MHz from 1900MHz:
- TR-I Mirpur: Rs. 55.80 Million
- TR-2 Muzaffarabad: Rs. 11.96 Million
- TR-3 Northern Areas: Rs. 7.97 Million
- LinkDotNet applied only for the Mirpur Region.
- PTCL applied for all the regions and bands.
- 2 lots for Mirpur region in 3.5MHz were auctioned to both PTCL and LinkDotNet for Rs. 10 million each (its base price was Rs. 7.97 Million) while all the other lots were auctioned at base price.
According to the spokesperson of PTA, the auction was preceded via outcry method in an open manner.
PTCL and LinkDotNet Telecom Limited (LDN) took part in the auction of one lot of 3.5 GHz in TR-I (Mirpur Region) while most of the lots were done at the base prices.
LDN called the highest bid of Rs.10 Million thus won the auction for 3.5MHz lot in Mirpur region. PTCL got the second lot in equal amount of Rs. 10 Million.
After the necessary payments by the bidders the spectrum will be awarded. Hence, the combined price for all lots came out to be Rs.108.4 million.
The representatives from AJ&K and GB Councils, Frequency Allocation Board (FAB), Ministry of Information Technology (MoIT) and the telecom industry attended the auction.
The spokesperson reported that PTA published advertisement and Information Memorandum (IM) for “Auction of Spectrum in 1900 MHz and 3.5 GHz for WLL Services at AJ&K and GB” on the 16th of October 2015 according to the policy Directives of Gilgit Baltistan and Azad Jammu & Kashmir Councils.
According to auction’s timelines, there was held an informative session with the probable bidders on 10th November 2015. Applications were received up to 7 December along with the pre-bid deposits and the notifications were sent to the selected bidders on 15 December 2015. Furthermore, on 21 of December a package was provided to the qualified bidders with all the essentials of the auction process.
“The auction was destined to result in enhanced telecom services for the natives of AJ&K and GB. There is now a room for new wireless services by the successful operators. It is a beneficial step for the government, business and the consumers at the same time as it will create revenues for government, business for operators and better services for consumers of the distant regions. This will have an overall positive impact on the economies of these regions.
Furthermore, PTA has suggested to establish data centers and headset assembly plants in AJ&K and GB for the natural climate is quite feasible for this type of businesses.” Dr.Syed Islamil Shah (Chairman PTA)
It’s worth mentioning here that SCO and Wateen already possess the WLL licenses for AJK and GB areas.
